Reports To: Chief Clinical Officer/Director of Data Analytics

Project Summary:

The New York State Department of Health has established Social Care Networks (SCNs) as part of the 1115 Waiver Demonstration Amendment, and Forward Leading IPA (FLIPA) is the SCN Lead for the Finger Lakes Region. This region is comprised of 14 counties, including Allegany, Cayuga, Chemung, Genesee, Livingston, Monroe, Ontario, Orleans, Schuyler, Seneca, Steuben, Wayne, Wyoming, and Yates. The SCN’s aim is to enhance the delivery of social care services to Medicaid members by coordinating efforts among community-based organizations (CBOs) and other health care partners to create a more resilient, flexible, and accessible social care system that reduces health disparities and advances health equity. The SCN will collaborate with CBOs and other health care partners, leveraging shared data and technology to coordinate social care services for Medicaid members to improve access, ensure reliable and timely referrals, streamline and track navigation and completed referrals in closed loop systems and enhance collaboration between social care service providers and other regional partners.

Organizational Overview:

The Forward Leading Independent Provider Association (FLIPA) is a nonprofit membership association of safety net providers working in partnership to provide the highest quality healthcare to the most vulnerable populations in Upstate New York since 2017. FLIPA is renowned for its commitment to integrating primary care, behavioral health and social care. Our growing membership includes a combination of federally qualified health centers (FQHCs), behavioral health providers, and a rural health network across more than 27 counties.

Job Summary:

The data analyst will be responsible for executing all aspects of data processing and analytics for the SCN as guided by FLIPA SCN leadership.

This new position will support FLIPA in the successful development, implementation, validation, and maintenance of meaningful data feeds leveraged to create dynamic visualizations and actionable analytics. The Data Analyst will regularly communicate with consultants/vendor(s) regarding input and output and FLIPA SCN team members regarding assigned analytic projects, project summaries, workplan progress, and timelines. This position is grant-funded through March 2027.

Duties/ Responsibilities:

  • Under the direction of FLIPA SCN leadership, support the development and deployment of data collection processes from various sources to support SCN reporting and analysis
  • Work with FLIPA SCN leadership and other SCN team members to understand data needs and identify appropriate data sources to support data analysis and visualization activities
  • Support data cleaning, validation and preparation to ensure the integrity and precision of data
  • Integrate data from disparate sources including but not limited to screening, referral, claims, and health information exchange data
  • Create and maintain documentation of data sources, data validation processes and data dictionaries
  • Maintain the upkeep of databases and data systems, including automated functionality
  • In collaboration with FLIPA SCN leadership, design dashboards/reporting/analytics that provide meaningful, actionable information to diverse user groups and audiences
  • Build visually accessible and functional dashboards and models using tools such as Excel and PowerBI
  • Provide regularly refreshed data dashboards and visualizations for both internal and external audiences to support SCN decision making, monitoring of CBO performance and SCN process metrics
  • Support deployment of data tools and dashboards
  • Support preparation of reports and presentations to communicate trends, insights and findings to stakeholders
  • Provide analytical support and insights to help address specific issues and drive performance improvement.
  • Serve as a resource in interpretation and usability of available data, including maintaining knowledge of data sources, key indicators, use cases, and functionality.
  • Effectively work across multiple organizations and geographies to support project progress within different organizational cultures structures and communities
  • Utilize industry best practices, techniques, and standards
  • Other duties as assigned.

Education & Experience:

  • Bachelor’s degree in a related field, such as computer science or engineering, information, technology, business, mathematics, analytics, or equivalent experience
  • 3-5 years’ experience as a Data Analyst or Business Data Analyst
  • Experience in SQL and related programming languages
  • Experience with population health analytics including claims data and quality measures (e.g., HEDIS), trending and predictive modeling

Skills, Knowledge, and Abilities:

  • Excellent organizational skills, detail oriented to support follow through across a variety of projects and processes at once
  • Technical expertise related to data modeling, database design and development, data mining and segmentation techniques
  • Strong knowledge of and experience with reporting packages (PowerBI, etc.), databases (SQL, etc), and programming (XML, Java, Python, etc.)
  • Knowledge of statistics and experience using basic and dedicated statistical packages for analyzing datasets (Excel Analysis ToolPak, SPSS, SAS, etc.)
  • Strong analytical skills with the ability to collect, organize, analyze and disseminate significant amounts of information in both written and oral communication
  • Ability to manage multiple priorities effectively with minimal supervision
  • Proficient with Microsoft Office Suite, including Microsoft Teams, Excel and PowerBI
  • Flexible, adaptable style that takes in stride last minute changes and project pivots
  • Thrives on creative problem-solving
  • Strong interpersonal skills, independently resourceful and thrives in a fully remote environment
  • Proven ability to complete projects according to defined timelines and objectives

Salary Range:

  • Salary is commensurate to education and experience with range of $75-95k.

Additional Info:

  • This position will be remote with occasional travel possible for on-site meetings or training across the Finger Lakes Region and New York State
