Welcome to Forward Leading IPA (FLIPA), where we are revolutionizing healthcare delivery through the power of collaboration.
Since 2017 both the FLIPA network and team have expanded, gaining valuable experience in driving value-based payment success and building a transformative integrated delivery network serving counties all across upstate New York.

Our mission is clear – to be an organized, highly effective integrated delivery network of community health centers, behavioral health and social care partners that promotes an equitable, accessible, and integrated healthcare system that leads to improved overall health and well-being.

We are proud to be the first organization in Upstate New York to unite behavioral health, social care, and primary care under one umbrella to meet the needs of underserved populations. By coordinating across various providers and agencies, we ensure that our members can deliver more integrated, productive, and cost-effective care. Our focus on social care needs and an integrated, person-centered approach means fewer barriers to accessing needed care and support for prevention and harm recovery services, leading to better management of chronic conditions, lower use of unnecessary and preventable Emergency Department visits, and improved wellness in our communities.

Compliance and Integrity
FLIPA is committed to its mission and values, bringing together behavioral health, substance use, and primary care under a single umbrella to meet the needs of underserved populations, while fulfilling its legal duties and creating a culture of ethical behavior that promotes prevention, detection, and resolution of conduct that does not conform to laws, regulations, payor requirements or FLIPA principles.
FLIPA’s Code of Conduct is applicable to the entire FLIPA community, including its contractors working in its risk areas, reflecting FLIPA’s commitment to, among other things: coordination and improvement of care, gaining the trust and confidence of FLIPA’s community and its partners; high standards and ethical behavior; integrity, team-work, trust and respect; avoiding conflicts of interest; records which are accurate, timely and in compliance with regulatory requirements; confidentiality and protecting privacy rights; safeguarding FLIPA assets; and reporting issues and asking questions. FLIPA’s Corporate Compliance Program encompasses the key elements that have been specified as requirements for compliance programs. FLIPA’s Board of Directors and Administration are vested in the implementation, enforcement and oversight of the Program.
